Companies House does not vet SIC codes, and you can hold both if the business sits on the line.

Should a TV business use 60200 or 59113?

Use 60200 if you operate and transmit a channel or a curated schedule, by broadcast, cable or streaming. Use 59113 if you make television programmes that others broadcast. Companies doing both, making shows and running a channel, commonly register the two codes together. That is fine under the four-code limit and needs no approval.
